Home and community based long term
care services are a fast growing component of Alaskas health
care delivery system. They provide a cost efficient and clinically
appropriate alternative to costly facility based long term care
services that are considered far more acceptable by long term
care clients. The Institute for Circumpolar Health Studies evaluated
grant sponsored personal care attendant services in Alaska. Personal
care attendants provide a wide array of health, social, homemaker,
personal and chore services to Alaskas elderly and disabled
adults. By receiving these services, clients with needs and long
term health care and social support are better able to remain
in their homes and communities.
The evaluation used a variety of
techniques including, the development of personal care attendant
service principles and guidelines, flow charts, and evaluation
of clinical assessment tools, management audits of participating
grantees, an analysis grantee costs and revenues, an assessment
of client satisfaction with services and case controlled review
of clinical files of challenging patients.
