The 2001 legislature appropriated $100,000 to examine the effectiveness
of Alaska substance abuse prevention and treatment systems. The
Alaska Mental Health Trust Authority matched the appropriation
with a similar amount. Using these funds, the Trust initiated
an overview of the effectiveness of Alaska's publicly funded substance
abuse treatment system. It is a very multi-faceted and complex
task that starts with the notion of ways of measuring the effectiveness
of the system.
At the request
of the Trust Authority, the Institute for Circumpolar Health Studies
at the University of Alaska Anchorage assisted in this review.
